They say Rome wasn’t built in a day and neither was the Council Grove Reservoir, which took more than 25 years of discussion, contemplation and planning before finally being approved. Flooding in Council Grove and the surrounding areas had long been a concern by the time construction of the Council Grove Reservoir began in July of 1960. Floods in 1902, 1903, 1929, 1932, 1938, 1941 and 1951 had shown the need for flood prevention measures and the Flood Control Act of 1948 and 1950 had sought to address these issues, with the 1950 act authorizing the building of a dam and reservoir in Council Grove.
