Readers of the Council Grove Republican are in for a treat as we begin a new permanent series called “Behind the Scenes at the Lake.” In the past week I have interviewed both Deputy Operation Project Manager of the Tulsa District, Kansas Area Gary Kepley, with 22+ years of Corps of Engineers experience, with 9 years at the Council Grove Lake and Rick Sellers, who retired in 2015 with 41 years of leadership experience at the Council Grove Lake.
