Will LAVTR Be Restored or Repealed?
An exasperated Morris County Commissioner Wayne Kohler visited the Council Grove Republican Monday morning in the midst of a heavy snowstorm. Morris County and probably another 104 Kansas Counties have been hoping that the Kansas Legislature would restore the Local Ad Valorem Tax Reduction Fund. The account is funded by a portion of sales tax dollars collected by the State of Kansas. Then the funds are supposed to be returned to the counties so that they can be used to directly lower property tax levies. But in 2003, the Kansas Legislature made no fund allocation and has continued to do so in the years since, costing Morris County taxpayers about $250,000 a year in property tax relief. The argument is that the counties would not use the funds to lower taxes. Kohler said the state should give counties a chance to do just that.
